To meet the emergency he has found it necessary to accept the offer of his Assistant Superintendent of Imports and Exports and Monopoly Analyst, Mr. H.A. Taylor, to conduct all raids on heroin factories and subsequently to give evidence both at the Magistracy and the Supreme Court. In this connection I would refer you to my 3704/3/36 despatch No.603 of 26th October, 1936, and especially to the

second paragraph thereof, where I stated that I am satisfied that the action taken is all that can be done with the present staff.

The Superintendent has now reported to me that the great amount of extra work thrown upon Mr. Taylor has made it difficult for him, in spite of many hours of overtime work, to carry out even his absolutely essential activities as an analyst and that the efficiency of the Department is being gravely affected and the despatch of public business delayed. It is most desirable that a witness of Mr. Taylor's technical qualifications should be on the scene from the start of a raid

as he can appreciate facts which might escape untechnical officers, or which might be obscure until a technical man could be called in, when the resultant delay might spoil a case. The Superintendent has satisfied me that to restrain Mr. Taylor's activities to his own routine work would be a retrograde step in the battle against heroin. The strength of the Cadet Service has been recently depleted by retirements and promotion and there is now no hope of assistance from that Service even if an officer could be found who possessed the technical knowledge necessary to facilitate the work.
